Historical Background

In 1995, the Egyptian General Petroleum Corporation (EGPC) signed a concession agreement with BG International Limited (BG) and Edison International (Edison) for exploration in the West Delta Deep Marine (WDDM) region in the North Eastern Mediterranean. Very successful drilling activity uncovered a world-class gas resource that carried substantially larger reserves than that the local market could absorb. As a result, in 2001, the concession agreement was amended to allow the partners to export gas as LNG. In January 2002, heads of agreement were signed with Engie (previously GdF) for the sale of 3.6 million tonnes per annum (mtpa) of LNG for 20 years. Egyptian General Petroleum Corporation (EGPC), the Egyptian Natural Gas Holding Company (EGAS), BG Asia Pacific Holdings Pte Limited (an affiliate of BG International), Edison and GdF became the Sponsors of this new project and commissioned Bechtel to construct a single-train liquefaction plant matching the volumes to be sold to (Engie) GdF. Construction of the plant began in 2002 using the ConocoPhillips Optimized Cascade Process. Later in the year, the WDDM owners negotiated the sale of the output of a second train, also with a capacity of 3.6 mtpa, to STASCO (Shell). Construction of Train 2 started 6 months behind Train 1. In 2003, Edison sold its share in Egyptian LNG and the upstream WDDM concession to a subsidiary of the Malaysian National Oil Company, PETRONAS (PICL Egypt), who brought extensive LNG experience to the project and the company.

Egyptian LNG is Egypt’s largest liquefied natural gas joint venture comprising of both local shareholders, such as the Egyptian General Petroleum Corporation (“EGPC”), Egyptian Natural Gas Holding Company (“EGAS”) and foreign shareholders, such as Shell Group plc (previously BG), PETRONAS and TotalEnergies S.E (previously ENGIE), all of which are prominent international players in the industry. Collectively, with their continued dedication and support, they have pooled resources to launch this integrated world-class LNG processing plant achieving one of the lowest-cost facilities worldwide.

Egyptian General Petroleum Corporation (EGPC)

EGPC is the government-owned mother of all Egyptian oil companies. It is a 50% partner in every oil production concession and jointly manages as enormous portfolio of hydrocarbons resources comprising oil, gas and condensates.






Egyptian Natural Gas Holding Company (EGAS)

EGAS is the key vehicle through which the Egyptian Government promotes and drives the natural gas industry in Egypt. EGAS was established in August 2001 to unify Egypt’s extensive gas industry in recognition of its growing economic importance. EGAS is the entity through which the government participates in natural gas activities covering the full supply chain from exploration to distribution.



Royal Dutch - Shell (RDS)

Shell companies in Egypt are wholly owned by the Royal Dutch Shell plc. Actively contributing to the development of Egypt's natural resources and its people since 1911, Shell Egypt business today spans upstream oil and gas exploration & production, with operations located in the Western Desert and the Mediterranean Sea. Shell is also now a leading player with investments spanning the value chain including LNG, through our Egyptian LNG (ELNG) joint-venture, and the lubricants business through Shell Lubricants Egypt (SLE).

Petronas

PETRONAS is Malaysia’s national petroleum corporation and is wholly owned by the government. Since its incorporation, PETRONAS has grown to be an integrated international oil and gas company with business interests in more than 30 countries. The Group is engaged in a wide spectrum of petroleum activities ranging from exploration and production to oil refining, marketing and distribution of petroleum products, trading, gas processing and liquefaction, gas transmission, marketing of LNG, in addition to petrochemicals. PETRONAS is considered as one of the biggest LNG producers worldwide with wide local and international experience in the field of LNG.

Egyptian Liquefied Natural Gas (ELNG) is considered one of the most renowned companies specialized in liquefied natural gas on both the Egyptian and international levels. Located at Idku, 50km east of Alexandria, Egyptian LNG can accommodate an expansion of up to six trains in total with potentially different ownerships and sources of feed gas. Currently, two trains are up and running, each at a capacity of 3.6 million tones per annum. Public Engagement

ELNG sets high standards for its community projects and has undertaken a number of projects to engage closely with the local community of ‘El Beheira Governorate and Idku. Egyptian LNG won three BG chairman’s awards in recognition of its community engagement for education of road safety in Behiera and Idku schools, funding a sustainable water supply project in addition to sustainable local community employment. More examples of this engagement include the following initiatives:

Social Performance Collaboration Forum (SPCF)

For more efficient and effective community development, the parties engaged in petroleum operations in the Idku hub wished to address the social conditions faced by the Idku community by means of establishing a Social Performance Collaboration Forum (SPCF). This forum aims to oversee the development of the social performance program in accordance with the International Finance Corporation Performance Standard (IFC Performance Standard) and supports the Idku Community in financing and implementing the program.
